The definitions of competition officials  (Section 1.27 and 1.28) are written for racing and artistic events. It would be good to clear up the definitions of the officials, and make sure that all events have a Head Official.

It may make sense to update the general definitions of Referee and Chief Judge and leave those in Chapter 1, while writing a list of event-specific responsibilities that would be addressed in each event chapter.

 

For starters, I've listed the events and head officials, as I understand them. 

  • Track: Standard Races and Other events – referee
  • Road: Races – referee
  • Muni: Races and Cyclocross – referee
  • Freestyle: Artistic and Standard Skills – Chief Judge
  • Freestyle: X-Style ????
  • Urban: Flat and Street – Chief Judge
  • Urban: Jumps ??????
  • Urban: Trials ??????
  • Team Sports: Hockey and Basketball – referee (Is there a Head Referee, or just referees for each game?)

For hockey and basketball, in the case where the normal referees cannot come to a decision, or a problem is had, then the event director would be the chief referee.

I would move all the event-specific job titles to their respective sections in the rules. For anything that crosses disciplines, that should be listed in the Main section. Not sure what that might be, other than Convention Director and similar jobs that are not competition-related but could be part of a decision tree for larger questions, such as ejecting people from venues.

Each competition type should have some sort of structural hierarchy for the people who do the main jobs.

It seems to me that the list of responsibilities doesn't have to be voted on in the committee, but rather can just be listed as we reorganize the rulebook.

I also recommend that the more complex events have two head officials, as we currently have listed for Racing and Artistic. The Referee or Chief Judge is responsible for interpreting the rules, and all things having to do with how to execute the competition part. The "Director" jobs are the persons responsible for setup, scheduling, materials and otherwise providing a working environment in which to run the competition event.

Those positions are probably less necessary for the events with only one or a few competition events, such as Street, but that job can still come in handy for any event with complex requirements for the riding environment, such as Trials or a Road race.

I don't see why Scott want this subject to be exempt from voting. But on the other hand, I trust the poeple who reorganise the rulebook. I'm OK with either way.

It's not that I feel like this should be exempt from voting. Rather, I feel like it is impossible to know who all of the officials are until the reorganization process. Also, by listing these people/roles, we are not changing any rules. Instead, we are just making the organizational structure more clear.
