Background: Improving accuracy of rule on judge's power to keep the competition flowing.

Original rule: "If a rider repeatedly riders longer than their allowed time, distracting the audience and other riders ,the judges may choose to eliminate that rider."

Porposed Rule:  "If a rider distracts or delays other riders, judges, commentator, or shows antisportive conduct, the judges may choose to warn or eliminate that rider."

Supporting Test: To keep our sport positive and awesome, I think we should add these specifications to the current rule to allow better "control" over the competition ground. As we've seen during past Unicon, if a rider simply doesn't go for their last trick for example, we don't have any power to tell him he must go. We have to note here that the rider can of course take their breath before they go, but it is to prevent intentional delaying of the competition or antisportive conduct.

p.s. since now the riders are indidually timed during a battle, the first part of the rule [If a rider repeatedly riders longer than their allowed time] may seem oudated, but the rider can still keep riding after their "time is up" towards the end of a battle.

Judges get to make the call if time takes too long. Sounds good. Maybe one judge can be appointed the "battle manager". Someone who makes quick and small decisions like so.

Shouldnt the Time keeper be also the battle manager  and the judges focused on judging (while they still should have the force to warn or eliminate a rider in case the battle manager don't act as he should)?

Maybe, but not always because time keeper isn't one of the judges thus doesn't necessarily have the competence to receive such power. I think if no battle manager is named, any of the judges, chief judge, or time keeper could take a decision.
